سؤال المواطنة بين الطرح الكلاسيكي والطرح المعاصر

Résumé: ملخص: لقد تجلت اهتمامات الإنسان عبر التاريخ بموضوعات هامة ومتنوعة منها الثقافية و الاجتماعية وخاصة السياسية منها، وذلك من أجل تحقيق أهداف محددة حسب تعدد وتنوع أفكاره وثقافاته ونضمه الدينية والسياسية وتوجهاته المستقبلية المنبثقة عن التراكم التاريخي و الاجتماعي الطويل، وإذا أردنا أكثر وضوحا في هذه المواضيع فإننا نقول أن جميع الثقافات والحضارات قد نظرت إلى الإنسان من منطق أنه كائن اجتماعي لا يمكن له أن يحقق ذاته وينظم حياته إلا في إطار نظام سياسي ، وهذا النظام لن يكتمل دوره إلا في وجود مجموعة من القيم لعل أبرزها المواطنة ، وإذا كان الحديث عن موضوع المواطنة يعد من إشكاليات الفلسفة السياسية بصفة خاصة ، وتاريخ الفلسفة بصورة عامة ، وذلك من الطرح اليوناني إلى العصر الوسيط ومن الحديث إلى المعاصر، حيث غدت المواطنة هما سياسيا وثقافيا واجتماعيا تسعى كل المجتمعات الإنسانية إلى تحصيله خاصة في ظل التعدديات الثقافية ، لكن الإشكالية التي تدفعنا إلى طرحها : كيف ساهم تاريخ الفلسفة في بلورة مفهوم المواطنة؟ وهل المواطنة في الطرح الكلاسيكي تماثل المواطنة في الطرح المعاصر؟ وما هي أهم المحطات الفلسفية التي أثرت في سياق مفهوم المواطنة؟ Abstract: The definition change and evolve in political philosophy, with the change of societies, political, economical, and cultural system. One of the most relevant definitions which have opened a debate to many questions whether at the international level or Arab world thought is the definition of citizenship, which is a set of practices at the level of all legal, political, economical and cultural sides. From a political side, citizenship is to what extent does the individual feels about his belonging to its country as a political body that composes institutions, parties, labour parties and associations. From a cultural side, he/she is the person who feels its belonging to the group and identity which is common in gathering people according to their practices in their daily lives as eating, wearing habits, music and other customs in feasts and parties. From an economical side, it is characterized in globalization and what it has released of international specificities to the rights of people. All these issues have pushed to ask the following questions: What is the definition of citizenship? And how can it be shaped up? How does it evolve? and how can we apply this function in the local and global government?
