ظروف تسيير وتثمين الممتلكات العقارية المنتجة للمداخيل الجبائية - دراسة التقارير السنوية لمجلس المحاسبة للسنوات (2014 - 2023)

Résumé: لقد سمحت عمليات الرقابة التي تم إنجازها من قبل مجلس المحاسبة حول ظروف تسيير وتثمين الممتلكات العقارية المنتجة للمداخيل الجبائية لعينة من البلديات عبر ولايات الوطن بتسجيل العديد من النقائص والملاحظات، والتي تمثلت على سبيل المثال لا الحصر في عدم مسك سجلات الممتلكات، عدم إعداد البطاقات التعريفية للعقارات بصفة آلية، غياب مسك المحاسبة الإدارية للإيرادات، التأخر في تنظيم المزايدات، وعدم تنويع أساليب المزايدة وكيفيات منحها، ...إلخ. وتهدف هذه الدراسة إلى التطرق لأهم ظروف تسيير وتثمين الممتلكات العقارية المنتجة للمداخيل الجبائية في الجزائر بين النظري والتطبيق، وبالتالي الوقوف على جملة النقائص والملاحظات التي من شأنها عرقلة وتعطيل سير وتثمين هذا النوع من الممتلكات، وأخيراً تقديم بعض التوصيات التي نراها تهدف إلى تدارك وتفادي مثل هذه النقائص والملاحظات مستقبلاً. The oversight operations carried out by the Accounting Council on the conditions of management and valuation of real estate properties that produce tax revenues have allowed a sample of municipalities across the nation’s states to record many deficiencies and observations, which were, but not limited to, failure to maintain property records and failure to prepare real estate identification cards. Automatically, the absence of administrative accounting for revenues, the delay in organizing bids, and the lack of diversification of bidding methods and methods of awarding them, etc. This study aims to address the most important conditions for the management and valuation of real estate properties that produce tax revenues in Algeria between theory and practice, and thus to identify a number of shortcomings and observations that would obstruct and disrupt the operation and valuation of this type of property, and finally to provide some recommendations that we believe aim to remedy and avoid such types.
