الحدود الذكية كآلية لمواجهة التحديات الأمنية العابرة للحدود: الجزائر نموذجا

Résumé: تطرقت دراستنا إلى تطور مفهوم أمن/ تأمين الحدود من المفهوم التقليدي الذي يركز بشكل كبير على البنية التحتية المادية التي أصبحت عاجزة عن الاستجابة الكاملة للتحديات الجديدة، وصولا إلى المفهوم الحديث للحدود أين أصبحت عملية التأمين هنا تشمل مجموعة واسعة من الوظائف والآليات الأمنية، الاقتصادية، السياسية وحتى الاجتماعية المتشابكة والمعقدة، ما أصبح يستدعي سياسات أمنية حدودية جديدة تتلاءم مع طبيعة هذه التحولات. قمنا بالتركيز على النموذج الجزائري كدراسة حالة باعتبار أن الجزائر دولة حاجز تقع في منطقة شمال إفريقيا وتواجه مجموعة واسعة من التحديات الأمنية الحدودية عبر الوطنية Transnational على طول حدودها الشرقية، الغربية والجنوبية، تتراوح بين الإرهاب، تجارة الأسلحة، تجارة المخدرات والمهاجرين غير الشرعيين الفارين من الوضع المأساوي في بلدانهم. وعليه سنركز في هذه الدراسة على أهمية "الحدود الذكية" Smart Borders كاستجابة عقلانية لبيئة التهديدات الجديدة والمتزايدة من خلال حساب الفرص والتكاليف الناتجة عن تبني مثل هذا النوع من الآليات لتأمين الحدود الوطنية. Our study deals with the development of the border security concept, from the traditional concept that focuses greatly on the physical infrastructure which has become unable to fully respond to new challenges, to the modern concept of borders where the security process includes a wide range of security, economic, political and even intertwined and complex social functions and mechanisms. This fact has led to new border security policies that would go in line with the nature of these transformations. We focus on the Algerian model as a case study considering that Algeria is a buffer state located in the North African region and facing a wide range of transnational border security challenges along its eastern, western and southern borders, ranging from terrorism, arms trade, drug trade and illegal immigrants fleeing the tragic situation in their countries. Accordingly, we will emphasize in this study on the importance of "smart borders" as a rational response to the new and increasing threats by assessing the opportunities and costs resulting from adopting this type of mechanisms to secure the national borders.
