الاستمرارية والتغير في الدبلوماسية الجزائرية الاقليمية

Résumé: الملخص: تشير الدراسة إلى مجموعة المؤشرات التي توضح مستويي الاستمرارية والتغير في الدبلوماسية الجزائرية الإقليمية في ظل التغييرات التي تعرفها المنطقة منذ استقلال الدولة الجزائرية الحديثة مع التركيز على وجه الخصوص على التغيرات الحاصلة بعد فترة الثورات العربية. لقد أصبحت الدبلوماسية الجزائرية تتعامل مع وضع غير مسبوق في تاريخها، منذ 63 سنة، بناء على المعطيات الميدانية التي أنتجتها الثورات العربي في ليبيا وتونس من جهة، والتهديدات الإقليمية كتنظيم القاعدة في المغرب الاسلامي والحرب على الإرهاب من جهة أخرى، ما استدعى الى اعادة النظر في العديد من التصورات والمدركات المكونة للدبلوماسية الجزائرية رغم استمرارية النخبة الثورية الحاكمة منذ الاستقلال، إضافة إلى مؤشرات الوضع الداخلي التي أصبحت تلقي بظلها بشكل واضح في السلوك الدبلوماسي الجزائري. الكلمات المفتاحية: الدبلوماسية الجزائرية، اتخاذ القرار، الاستمرارية، التغير، الحصيلة. ABSTRACT : The study refers to the set of indicators that show the levels of continuity and change in the Algerian regional diplomacy since the independence, with special emphasis on changes after the period of the Arab revolutions. Algerian diplomacy is dealing with an unprecedented situation since 1962, a result of field data produced by the Arab revolutions in Libya and Tunisia on the one hand, and regional threats such as Al Qaeda in the Islamic Maghreb and the war on terrorism, on the other hand. Which led to reconsider many of the perceptions of Algerian diplomacy, despite the continuity of the ruling revolutionary elite since independence, as well as indicators of the internal situation, which has become clearly influencing Algerian diplomatic conduct. Résumé: L'étude se réfère à l'ensemble d'indicateurs montrant les niveaux de continuité et de changement de la diplomatie régionale algérienne depuis l'indépendance, avec un accent particulier sur les changements postérieurs à la période des révolutions arabes. La diplomatie algérienne est confrontée à une situation sans précédent depuis 1962, résultat des données de terrain produites par les révolutions arabes en Libye et en Tunisie, et des menaces régionales telles qu'Al-Qaïda au Maghreb islamique et la guerre contre le terrorisme. Ce qui a conduit à revoir les perceptions de la diplomatie algérienne, malgré la continuité de l'élite révolutionnaire au pouvoir depuis l'indépendance, ainsi que les indicateurs de la situation interne, qui influencent clairement sur le comportement diplomatique algérien.
