قياس وتحليل أداء الموانئ باستخدام طريقة تحليل مغلف البيانات (dea)

Résumé: مع اشتداد المنافسة بين الموانئ الدولية، أصبح تقييم الأداء التشغيلي للموانئ ذا أهمية متزايدة لتمكينها من التفكير في وضعها الراهن وفهم نقاط القوة والضعف فيها لتعزيز مركزها التنافسي في السوق العالمية. تهدف هذه الدراسة إلى التحقق من الكفاءة الفنية لأهم محطات الحاويات في موانئ مختارة من منطقة البحر الابيض المتوسط. تستخدم الدراسة تقنية تحليل مغلف البيانات لقياس وتقييم الكفاءة الفنية لثلاث موانئ جزائرية وإحدى عشر ميناء آخر في المنطقة، تم اعتماد نموذج DEA-CCR الموجه نحو المدخلات لتحليل الكفاءة. وتشير النتائج إلى أن متوسط الكفاءة الفنية لموانئ الحاويات في البحر المتوسط قد بلغ 75٪. يرجع عدم الكفاءة الفنية العامة في هذه الموانئ إلى ضعف الخصائص التقنية لمرافق ومعدات المحطات. يمكن أن تشير نتائج هذه الدراسة إلى جوانب التحسينات الممكنة في إدارة محطات الحاويات بكفاءة. With the intensification of competition among international ports, the performance evaluation of ports has become increasingly important to enable them to reflect on their current situation and understand their strengths and weaknesses to enhance their competitive position in the global market. This study aims to verify the technical efficiency of the most important container terminals in selected ports of the Mediterranean region. The study uses data envelope analysis technique to measure and evaluate the technical efficiency of three Algerian ports and eleven other ports in the region. The input-oriented DEA-CCR model was adopted for efficiency analysis. The results indicate that the average technical efficiency of container ports in the Mediterranean has reached 75%. The general technical inefficiency in these ports is due to poor technical characteristics of terminal facilities and equipment. The results of this study can indicate aspects of possible improvements in efficient container terminal management
