دور الادارة الالكترونية في تحسين اداء الجماعات الاقليمية بالجزائر

Résumé: الملخص: يتطلب تحسين الأداء للجماعات الإقليمية في الجزائر إدخال مجموعة من التغيرات في الخدمات التي تقدمها مع القيام بتطوير وإصلاح جذري على مستوى الإدارة في الجماعات الإقليمية وقد اتجهت الجزائر إلى الاستعانة بتكنولوجيا الإعلام والاتصال وإلى تكوين العامل البشري من أجل إصلاح الخدمة العمومية وذلك بتطبيق الإدارة الالكترونية على مستوى الجماعات الإقليمية لتسهيل الحصول على الخدمة العمومية ولكسب رضا المواطنين وتحريك عجلة التنمية على المستوى المحلي، حيث أصبح المواطن يلمس نوعاً من التحسن في أداء الإدارة المحلية وهذا ناتج عن استخدام الإدارة الالكترونية، ورغم هذه المجهودات المبذولة من طرف الجزائر إلا أنها لم تقطع شوطاً طويلاً في مجال عصرنة الإدارة المحلية، فهي مازالت بحاجة إلى مزيد من بذل الجهد أكثر لتطوير البنية التحتية والرقي بها، لذلك حاولنا من خلال هذه الدراسة الإطلاع على مدى تطبيق الإدارة الالكترونية وآلياتها لدى الجماعات الإقليمية في الجزائر، وإبراز مختلف العراقيل نحو السير في عصرنة الإدارة وأهم الحلول الممكنة لتفادي هذه العراقيل. Abstract: Improving the performance of regional groups in Algeria requires the introduction of a set of changes in the services they provide with a radical development and reform at the level of management in the regional groups. Algeria has turned to the use of information and communication technology and to the formation of the human factor in order to reform the public service by applying electronic management at the level of groups To facilitate access to public services, to gain citizens’ satisfaction, and to move the wheel of development at the local level, the citizen has become aware of a kind of improvement in the performance of the local administration, and this is the result of the use of electronic administration, and despite these efforts made by Algeria, they did not go a long way in the field of modernization. The local administration, it still needs to make more effort to develop and upgrade the infrastructure, so we tried through this study to see the extent of the application of electronic administration and its mechanisms to the regional groups in Algeria, and to highlight the various obstacles towards the modernization of the administration and the most important possible solutions to avoid this hurdles.
