اثر التجارة الالكترونية على البطالة في الجزائر

Résumé: ملخص: هدفت الدراسة إلى تحديد آثار التجارة الإلكترونية في خفض معدل البطالة في الجزائر، وكذا تحليل واقعها في سياق القوانين والمراسيم التنظيمية ، حيث تناولنا من خلالها العديد من المفاهيم المهمة كالتجارة الإلكترونية ، معدل البطالة والدور المهم الذي يمكن أن تؤديه التجارة الإلكترونية بالمساهمة في خفض هذا الأخير ، كما أشرنا إلى الميكانيزمات والآليات المتخذة من طرف المشرع الجزائري لمسك السجل الإلكتروني تطبيقا للقانون 18-05 المتعلق بتسيير آليات التجارة الإلكترونية وكذا القانون 18-112 والمراسيم المعدلة. خلصت الدراسة إلى أنه بالرغم من وجود نية من السلطات الوصية لتنظيم التجارة الإلكترونية إلا أنها لم تف بالغرض لبلوغ الأهداف، وجب مواكبة الأطر العالمية لما للتجارة الإلكترونية مجال واسع في كسر القيود الجغرافية. كلمات مفتاحية: التجارة الإلكترونية ، معدل البطالة ، السجل التجاري الإلكتروني . Abstract: The study aimed to determine the effects of electronic commerce in reducing the unemployment rate in Algeria, as well as to analyze its reality in the context of laws and regulatory decrees, through which we dealt with many important concepts such as electronic commerce, the unemployment rate and the important role that electronic commerce can play in contributing to reducing the latter. We also referred to the mechanisms and mechanisms adopted by the Algerian legislator to maintain the electronic record in application of Law 18-05 related to the management of electronic commerce mechanisms, as well as Law 18-112 and the amending decrees. The study concluded that although there was an intention of the guardian authorities to regulate e-commerce, it did not fulfill the purpose to achieve the goals. It is necessary to keep pace with global frameworks, as e-commerce has a wide scope in breaking geographical restrictions. Keywords: E-commerce, unemployment rate, electronic commercial register.
