سياسة التحرير المالي كآلية لتفعيل دور القطاع المالي في تمويل الاقتصاد الوطني الجزائري دراسة تحليلية للفترة(1994-2017)

Résumé: يهدف هذا البحث إلى تحليل وتقييم أثر الإصلاحات المتبعة في الجزائر على القطاع المالي الجزائري، وذلك في إطار توجهها نحو تبني سياسة التحرير المالي، مع التركيز على أثر هذه السياسة على الجهاز المصرفي وحساب رأس المال خاصة في ظل غياب نشاط سوق الأوراق المالية في الجزائر، وذلك من خلال الإشكالية التالية: هل ساهم تطبيق إجراءات التحرير المالي في تطوير القطاع المالي الجزائري وزيادة مساهمته في تمويل الاقتصاد الوطني؟، وللإجابة عن هذه الإشكالية تم الاعتماد على بعض المؤشرات التي تقيس التطور المالي، بالإضافة إلى تحليل بيانات رصيد حساب رأس المال في الجزائر وذلك خلال الفترة (1990-2017)، وقد أظهرت النتائج أن سياسة التحرير المالي المتبعة في الجزائر لم يكن لها أثر واضح وكبير على الجهاز المصرفي، وأن التحسن المسجل في بعض مؤشراته راجع لعوامل أقوى من هذه السياسة ارتبطت أساسا بزيادة مداخيل الدولة، أما بالنسبة لحساب رأس المال فقد أظهرت النتائج أنه سجل قيم ضعيفة ولا تعكس تطبيق سياسة التحرير المالي في الجزائر. Abstract : This research aims to analyze and evaluate the impact of reforms by Algeria on the financial sector in the context of financial liberalization policy orientation, focusing on the impact of this policy on banking and capital account especially in the absence of stock market activity in Algeria, and through The following problem is financial liberalization measures have contributed to the development of the financial sector and increase its contribution to the financing of Algerian national economy?, and the answer to this problem is to rely on some indicators that measure the financial development, in addition to the capital account balance data analysis in Algeria During the period (1990-2017), the results showed that financial liberalization policy in Algeria was not a clear and substantial impact on the banking system, and the improvement in some indicators see stronger factors of this policy related mainly to increased incomes of the State, as for the capital account has The results showed that a record weak values do not reflect the policy of financial liberalization in Algeria.
