أزمة كورونا والعنف الزوجي

Résumé: إن الحجر المنزلي الذي فرضته الجزائر على غرار دول العالم كإجراء وقائي لمنع انتشار عدوى فيروس كورونا قد أثر على الأسرة الجزائرية حيث أدى إلى تفاقم العنف الزوجي نظرا لبقاء الزوجين فترات طويلة في المنزل، وأمام حالة القلق والهيجان الذي يعيشه الأزواج والراجع لعدة أسباب نفسية اجتماعية واقتصادية، وأمام تعرضهم للاستفزاز والعنف اللفظي من قبل الزوجات في بعض الأحيان، يمارسون العنف عليهن بصوره المختلفة ،الجسدي ، النفسي واللفظي وحتى الاقتصادي، ورغم أن المشرع الجزائري قد فرض عقوبات رادعة ضد العنف الزوجي خاصة بعد تعديله قانون العقوبات سنة 2015، إلا أن حالات التبليغ عن العنف في ظل أزمة كورونا ضئيلة جدا خوفا من عدوى الوباء من جهة، ومن جهة أخرى فإن مصالح الطب الشرعي ترفض استقبال النساء المعنفات لمنحهن شهادة الطبيب الشرعي إلا بأمر من القضاء لنفس السبب. The home quarantine imposed by Algeria, like the countries of the world, as a preventive measure to prevent the spread of Coronavirus infection, has affected the Algerian family, as it led to an exacerbation of marital violence due to the stay of the spouses for long periods at home, and in the face of the state of anxiety and agitation experienced by the husbands and due to several psychological, social and economic reasons They are subjected to provocation and verbal violence by wives sometimes, they inflict violence on them in various forms, physical, psychological, verbal and even economic, although the Algerian legislator has imposed deterrent penalties against marital violence, especially after amending the Penal Code in 2015, However, the cases of reporting violence in light of the Corona crisis are very small, for fear of contagion on the one hand, and on the other hand, the forensic services refuse to receive battered women to give them a forensic doctor’s certificate except by order of the judiciary for the same reason.
