Résumé: ملخص: إن قيمة الفكر ليس في وجوده بل في الاستفادة منه، وتشكل حقوق الملكية الفكرية أسمى صور حقوق الملكية على الإطلاق، ويسبغ حق الملكية لصاحبه الأبوة على نتاجه الذهني و ثمرة نشاطه، فيحق له أن يحتكر استغلال هذه الثمرة، فهل الحماية القانونية كافية للمصنفات الرقمية وعلى الخصوص منها برامج الحاسوب وقواعد البيانات؟ Sommaire : Protection of computer programs and databases in Algerian law and comparative law Abstract: The value of thought is not in its existence but in its benefit, Intellectual property rights are the highest forms of property rights at all, the right of ownership gives the owner the right to his mental product and the fruit of his activity.
