واقع نظام الوصاية الإدارية على الجماعات الإقليمية في الجزائر

Résumé: إن المركزية الإدارية لا تعني الاستقلال الكامل والمطلق للهيئة التي لها شخصية مركزية على الأخلاق كما لا تعني الخضوع والتبعية، بل تعني تمتع الجماعات بدرجة من الاستقلال في ممارسة مهامها ووظائفها مع خضوعها لرقابة الوصاية. وللوصاية الإدارية أشكال مختلفة يمكن تجميعها في فئتين: الوصاية الإدارية على أعضاء المجالس، والمجلس نفسه كهيئة، والوصاية على الأعمال الصادرة عن هذه المجالس المحلية. وعليه فإن مظاهر الرقابة الإدارية التي تمارسها الإدارة المركزية على الإدارة المحلية تتجلى في الرقابة على الأعضاء والهيئة ككل، والرقابة على الأعمال. The administrative centralization does not imply the complete and absolute independence of the body that has personalityCentral morality also does not mean submission and subordination, but rather means that groups enjoy a degree of independence in the exercise of their tasks and functions while submitting to tutelary control. Administrative guardianship has different forms that can be grouped into two categories: the administrative guardianship over the members of the councils, the council itself as a body, and the guardianship over the works issued by these local councils. Accordingly, the manifestations of administrative control exercised by the central administration over the local administration are manifested in the control of members and the body as a whole, and the control of works.
