حماية البيئة من التلوث على المستويين الوطني والدولي

Résumé: امتلك موضوع حماية البيئة من التلوث أهمية بالغة، فهي النواة التي تتمركز فيها الحياة البشرية، والمساس بها خطر يهدد حياة البشرية، حيث تضافرت الدراسات حول إيجاد حلولا لهذه المخاطر، التي أوجبتها التكنولوجيا واتساع الإنسان على حساب البيئة، فكان سببا في تلوثها مما دفع المشرع الجزائري لإصدار رزنامة قانونية تهدف لحماية البيئة ومكافحة جميع أنواع التعدي على البيئة، من أبرزها القانون 10/03في2003المتضمن حماية البيئة والذي جاء أكثر تلاؤما ومراعيا للاستراتيجيات التي أقرتها الاتفاقيات الدولية للحفاظ على البيئة، ومن هذا طرحنا التساؤل عن مامدى فعالية الجهود المبذولة لحماية البيئة من التلوث على المستوى الوطني والدولي؟ وبناءا على ذلك قسمنا الدراسة إلى فصلين رئيسين:ففي الفصل الأول تعريف البيئة، وكذا تعريف حماية البيئة ثم جهود الجزائر في حماية البيئة، أما الفصل الثاني فتطرقنا إلى حماية البيئة البرية والبحرية ثم الجوية. كما أشارت الدراسات إلى الاهتمام والعناية الكبيرة المحلية والدولية بالبيئة، وكذا أهم الجهود والتحديات أو الاتفاقيات الموقعة لحمايتها سوءا على الجانب المحلي أو الدولي. الكلمات المفتاحية: البيئة – التلوث – حماية البيئة – الاتفاقية الدولية – الجهود الوطنية. Summing up: The issue of protecting the environment from pollution is of great importance، as it is the nucleus in which human life is concentrated، and harming it is a threat that threatens the life of mankind، as studies have combined to find solutions to these risks، which were required by technology and human expansion at the expense of the environment. To issue a legal calendar aimed at protecting the environment and combating all kinds of encroachment on the environment، most notably Law 10/03 in 2003 that includes environmental protection، which was more appropriate and takes into account the strategies approved by international conventions to preserve the environment، and from this we asked the question about the effectiveness of efforts made to protect the environment from pollution At the national and international level? Based on that، we divided the study into two main chapters: In the first chapter، the definition of the environment، as well as the definition of environmental protection، then Algeria’s efforts in protecting the environment، the second chapter deals with the protection of the land، marine، and air environment. The studies also indicated the great local and international concern and attention to the environment، as well as the most important efforts، challenges or agreements signed to protect it badly on the local or international side.
