تحول مفهوم القوة في العلاقات الدولية بعد نهاية الحرب الباردة

Résumé: تناولت هذه الد ا رسة تطور مفهوم القوة منذ نهاية الحرب الباردة، حيث أخذ هذا المفهوم أبعاد جديدة والتي كان لها انعكاساتها في حقل العلاقات الدولية، إذ لم تعد القوة مفهوما حكرا على الدول بتنوع الفواعل التي استطاعت إعطاء مفهوم القوة بعداً آخر لا يقتصر على البعد المادي فقط وانما يتعداه للأبعاد المعنوية والإلكترونية، والتي ساهمت في احداث تغيرات كبيرة في هيكلية العلاقات الدولية . طرح الاعتماد على الابعاد المادية والمعنوية نتائج كبيرة على المستوى النظري جاءت لتفسر طبيعة بعض التوجهات الجديدة والاستراتيجيات التي اصبح يتبناه الفاعل الدولي ليؤثر على بيئته الاقليمية والدولية، لتؤكد لنا هذه التجارب على التحول الذي يعرفه مفهوم القوة بعد التأكيد على نجاح العديد من القوى بفرض نفسها دوليا اعتمادا على التناغم الذي تتميز به استراتيجياتها بتنويع استعمالاتها لمقوماتها المادية والمعنوية ما طرح معه مفهوما جديدا للقوة هو مفهوم القوة الذكية حسب ما جاء به جوزيف ناي. التطور الاخر الذي عرفه حقل العلاقات الدولية هو تقلص الجغرافيا وتحول الوسائل بالانتقال الى المجال الالكتروني، الذي بدأ يفرض نمطا جديدا من القوة ببعده الالكتروني نتيجة الص ا رعات والحروب التي اصبحت الدول تدخلها عبر هذه الجغرافيا الالكترونية الجديدة كالصراعات الالكترونية الامريكية- الكورية، والامريكية الايرانية والتي اخذت أبعادً ا جديدة بات يحتاج فيها حقل العلاقات الدولية لتنظير جيد يفسر طبيعة هذه الظواهر. This Study deals with the development of the notion of power since the end of the Cold War, whereupon this concept took on new dimensions for which it had significant implications in the field of international relations. The notion of power is no longer restricted to nations. Hence, there is a host of factors that could give the concept of power another dimension which is not confined to the financial dimension solely, but goes beyond that to moral and electronic dimensions resulting in significant changes in the framing of international dimensions. The reliance on the moral and financial dimensions necessitated remarkable outcomes on the theoretical level, which came to explain the new strategic orientations adopted by the international actor to influence its regional and international environment. Thus, these experiments confirm the transformation of the concept of power due to both the success of multiple powers in imposing themselves on the international level and the harmony that characterize their multiple strategies and the use of their financial and moral resources. This led to the emergence of a new variation of the concept of power coined by Joseph Nye as smart power. The concept of the shrinking world and the transformation of resources to the electronic area is yet another development in the field of international relations. Given its electronic dimension, this new development started to impose a new type of power due to the conflicts and wars that nations began to be part of through this new electronic geography, such as the electronic conflict in the United States with both North Korea and Iran. The aforementioned conflicts took new dimensions for which there is an urge in the field of international relations to provide a thorough theoretical explanation of the nature of these phenomena.
