آليات الحد من العجز المالي لصناديق الضمان الاجتماعي في الجزائر: بين المحدودية و الفعالية

Résumé: تعد المنظومة التشريعية في مجال الضمان الاجتماعي في الجزائر من بين التشريعات الأكثر تجسيدا لتوصيات المنظمة العالمية للعمل من حيث المخاطر المغطاة، من جهة أخرى سعى المشرع إلى توسيع دائرة الأشخاص المستفيدين من التأمينات الاجتماعية بعدما قام بتوحيد هذا النظام بموجب قوانين 1983، إلا أنه لهذا التوجه أثرا على تمويل الضمان الاجتماعي الذي ما فتأ يسجل عجزا في ميزانيته، الأمر الذي تفاقم خلال مرحلة خوصصة المؤسسات العمومية الاقتصادية و لا يزال هذا العجز إلى يومنا هذا. يهدف هذا المقال إلى دراسة آليات الحد من العجز المالي لصناديق الضمان الاجتماعي مع تبيان مدى فعالية هذه الأخيرة في إعادة التوازن المالي لهذه الصناديق. في الأخير توصلنا إلى أنه و بالرغم من تعدد الآليات و الحلول التي يمكن للدولة الجزائرية انتهاجها و تلك التي تبنتها قصد الخروج من الأزمة المالية لصناديق الضمان الاجتماعي إلا أن أغلبيتها تبقى محدودة الفعالية. The legislative system of social security in Algeria is one of the instruments that most concretize the recommendations of the World Labor Organization in terms of risks covered, the legislator has sought to broaden the circle of beneficiaries of social insurance after having unified this system under the laws of 1983. However, this trend has an impact on the financing of social security, which has a budget deficit, which is exacerbated during the privatization phase. This article aims to study mechanisms to reduce the financial deficit of social security funds, indicating the effectiveness of the latter financial rebalancing of these funds. At last, we found that, despite the multiplicity of mechanisms which the Algerian State can pursue with intent Emerging from the financial crisis of social security funds, however, the majority remain are limited in effectiveness funds, however, the majority remain are limited in effectiveness.
