Résumé: تهدف هذه الورقة البحثية بشكل رئيسي إلى مناقشة وإبراز دور وأهمية تكنولوجيا المعلومات والاتصال وخدماتها في تعزيز أعمال التجارة الإلكترونية في الجزائر، ومعرفة مدى جاهزيتها لذلك من خلال استغلال الفرص التي يتيحها الاقتصاد الرقمي من أجل دعم أهداف التنمية. وبما أن التجارة الالكترونية في الجزائر لا تزال في مراحلها الأولى، وفي ظل وجود فجوة رقمية كبيرة بينها وبين العديد من الدول؛ فإن الأمر يتطلب صياغة استراتيجيات وخطط وطنية تفضي إلى تقليص هذه الفجوة، ومن ثم العمل على بناء منظومة تجارة الكترونية تسمح بتحويل الجزائر إلى سوق تجارة الكترونية نشط وفعال، وذلك من خلال تطوير البنية التحتية لتكنولوجيا المعلومات والاتصال، فضلا عن العمل على تحسين كفاءة وجودة الخدمات اللوجستية، والعمل على انشاء نظام دفع إلكتروني فعال وملائم لطبيعة ومتطلبات التجارة الالكترونية من بطاقات ائتمانية ووسائل التعاملات الالكترونية الأخرى. This paper aims to discuss the role of Information and communications technology (ICT) and its services in promoting e-commerce business in Algeria, and also have an idea on the extent of its readiness for this by exploiting the opportunities offered by the digital economy in order to support development goals. Since e-commerce in Algeria is still in its early stages, and in light of a large digital gap between it and many countries. So, it is necessary to set up national strategies that lead to reducing this gap, and then working to build an e-commerce system that allows transforming Algeria into an active and effective e-commerce market, through the development of infrastructure's (ICT), and working to establish an effective electronic payment system that is appropriate to the nature and requirements of electronic commerce in terms of credit cards and other means of electronic transactions.
