أداء النظم السياسية في الحوضِ الغربي للمتوسط وعلاقته ببناء الدولة المدنية، دراسة حالة تونس.

Résumé: رتركز الدراسة بشكل جوهري على إيجاد رابط بين أداء النظام السياسي وعلاقته بعملية بناء الدولة المدنية والديمقراطية في منطقة غرب البحر الأبيض المتوسط وذلك عبر تحديد مجموعة من المؤشرات والمتغيرات التي تبين نمط النظام السياسي وتقيس أداءه وقدراته في توفير وتجسيد المكونات السياسية والاقتصادية والاجتماعية المساعدة على بناء الدولة المدنية الديمقراطية، وقد تعرضت الدراسة في هذا الصدد إلى عددا من التجارب الديمقراطية المعيارية التي أفضت إلى بناء الدولة المدنية في منطقة جنوب أوروبا، وقد جادلت الدراسة بان هذه التجارب الديمقراطية التي أفرزتها منطقة جنوب أوروبا تقدم نموذج معياري يمكن من خلاله تقييم التجربة الديمقراطية التي شهدتها تونس بداية من العام ????، ومن خلال هذه التجارب يمكن الوقوف على المكاسب الديمقراطية التي تحققت في تونس وجملة التحديات التي واجهت عملية بناء الدولة المدنية الديمقراطية في تونس. The study focuses essentially on finding a link between the performance of the political system and its relationship to the process of building a civil and democratic state in the western Mediterranean region, by identifying a set of indicators and variables that show the pattern of the political system and measure its performance and capabilities in providing and embodying the political, economic and social components that help build the civil state Democracy, and in this regard, the study was exposed to a number of normative democratic experiences that led to the building of the civil state in the southern European region. From the year 2011, and through these experiences, it is possible to identify the democratic gains that have been achieved in Tunisia and the challenges facing the process of building a democratic civil state in Tunisia.
