Résumé: يعرف المرفق العام في السنوات الأخيرة تطورات هامة سواء على مستوى المفهوم أو التسيير أو حتى المبادئ التي تحكمه، نتيجة التطور التكنولوجي والعلمي ، ومختلف الإصلاحات الإقتصادية التي أفرزتها العولمة، غير أن ظاهرة الفساد المالي والاداري المتفشية في المرافق العمومية والناتجة عن الفساد الأخلاقي لا تزال تشكل أهم عائق أمام اصلاح وعصرنة المرفق العام ، لذا كان من الضروري تبني مبدأ جديد يحكم المرفق العام وهو أخلقة المرفق العام في اطار التوجه الجديد المتعلق بأخلق الحياة العامة كضرورة حتمية لمواجهة الظاهرة ونجاح عملية إصلاح وعصرنة المرفق العام. In recent years, the public service has experienced significant changes, whether in terms of concept, management or the principles that govern it due to technological and scientific development and the various economic reforms that globalization has produced. .However, the widespread phenomenon of financial and administrative corruption in the public services, resulting from corruption, still constitutes the most important barrier to the reform and modernization of the public service .It was therefore necessary to adopt a new principle governing the public service, which is to make it ethical within the framework of the new trend linked to the ethics of public life as an imperative to face the phenomenon and the success of the reform process, and modernization of the public service
