الهجرة غير الشرعية: "الإنشغال الأمني الأوروبي في منطقة المتوسط"

Résumé: في منطقة المتوسط تفاقمت مشكلة الهجرة غير الشرعية خاصة في منطقة المغرب العربي ودول الساحل الإفريقي الفقير، وخطر انتقالها إلى أوروبا التي ترفض استقبال مزيد من المهاجرين غير المؤهلين، وذلك لما يرافق هذه الظاهرة من تهديد للأمن في منطقة المتوسط والأمن داخل القارة الأوروبية. فالهجرة غير الشرعية كظاهرة عابرة للحدود وللأقاليم تشكل رهانا اجتماعيا، فالشمال ينظر إلى العلاقة مع الجنوب على أنها علاقة تترجم بأزمة حول مسألة اندماج المهاجرين والذي يولد أزمة تعدد ثقافات، أما الجنوب فينظر للعلاقة مع الشمال على أنها تعبر عن التوتر الناجم عن موجة التحديث على الطراز الغربي، فالتحدي الأساسي في هذه القضية يأخذ طابع الهوية والتقاء الثقافات. من هنا، تصبو هذه الورقة إلى تقصي الإشكالات التي تطرحها هذه الظاهرة في منطقة المتوسط، وتحديد أهميتها كهاجس أمني ضمن الأجندات السياسية الأوروبية، وكمحدد أساسي في معادلة الأمن الأوروبي. : In the Mediterranean region, the problem of illegal immigration has worsened, particularly in the Maghreb and the Sahel-poor African countries, and the danger of its transfer to Europe, which refuses to receive more unqualified immigrants, and that is accompanied this phenomenon by a threat to security in the Mediterranean region and security within the European continent.
