محاور في العلاقة بين الحكم الرشيد والتنمية البشرية المستدامة

Résumé: لقد شهدت العقود الأخيرة من القرن العشرين توجها إصلاحيا عالميا كبيرا، شمل مختلف النواحي السياسية والاقتصادية والاجتماعية، وجاء هذا التوجه متزامنا مع التغيرات المتسارعة التي شهدها الاقتصاد العالمي، ونتج عنها انهيار الحواجز الحدودية بين الدول وعولمة الأنشطة والمعاملات الاقتصادية وتزايد المنافسة والتجارة الحرة، والتدهور في البنية الاقتصادية وزيادة الفقر والبطالة في الدول النامية، وقد ساهم في الدعوة لهذا الإصلاح مجموعة من المؤسسات والمنظمات الدولية، مثل البنك الدولي وصندوق النقد الدولي، واتخذ موضوع الحكم الرشيد والتنمية البشرية المستدامة أهمية بالغة، حيث أصبح يعد من أولويات صانعي القرارات الدولية وعلى رأسها منظمة الأمم المتحدة، وهكذا ارتبط مفهوم التنمية البشرية المستدامة بالحكم الرشيد وحتى أصبحت المساعدات والمنح التي تقدم للدول الفقيرة مرتبطة بمدى احترام هذه الدول وتقيدها بالحكم الرشيد ومعايير الديمقراطية. الكلمات المفتاحية: مفهوم الحكم الرشيد،معايير الحكم الرشيد، خصائص الحكم الرشيد مفهوم التنمية المستدامة، المرجعية العالمية والإطار المؤسسي للتنمية المستدامة، أبعاد التنمية المستدامة Abstract The last decades of the twentieth century knew an important world reforming trend, included various political, economic and social aspects. This trend coincided with the fast changes in the world economy and resulted in the collapse of the border barriers between countries, the globalization of economic activities and transactions, increasing competition and free trade, and the deterioration in the economic structure, the increase in poverty and unemployment in developing countries. Range of international institutions and organizations, such as the World Bank and the International Monetary Fund, contributed in appealing to this reform, and concepts of good governance and sustainable human development took a great importance. Subjects that became one of priorities of the international decision-makers, led by United Nations Organization, and the concept of sustainable human development has been linked to good governance. Aid and grants provided to poor countries are linked to the respect of these countries and their compliance with good governance and democratic standards.
