تقييم شفافية الموازنة العامة بالجزائر ومتطلبات تعزيزها

Résumé: ملخص نظرا لأهمية موضوع شفافية الموازنة العامة وتنامي الاهتمام الدولي والشعبي بمسألة إصلاح أنظمة الحكم، خاصة ما يتعلق بالجانب المالي للدولة، من أجل الاستخدام العقلاني والأمثل للموارد المتاحة في المجتمع وكذا من أجل مكافحة الفساد، ونظرا لأن شفافية الموازنة العامة من أهم مقومات هذا الإصلاح، كان من الضروري تناولها في هذه الورقة البحثية، مع التركيز على حالة الجزائر، وهذا بهدف تقييم درجتها ومكانتها بالاعتماد على نتائج تقرير مسح الموازنة المفتوحة الصادر عن شراكة الموازنة الدولية، وباعتماد المنهج الوصفي التحليلي المدعم بالبيانات المتحصل عليها، تم التوصل لجملة من النتائج لعل من أبرزها أن العامة في الجزائر بعيدون كل البعد عن ما يجري في الأنشطة المالية للدولة، لنعرض على ضوء هذه النتائج بعض الآليات التي من شأنها أن تساهم في ترقية مكانة شفافية الموازنة في الجزائر. الكلمات المفاتيح: الشفافية، المشاركة، المساءلة، الموازنة العامة، الموازنة المفتوحة. تصنيف JEL: E62, H60, H61. Abstract: Given the importance of the subject of transparency of the public budget and the growing international and public interest in the issue of reforming governance systems, especially with regard to the financial aspect of the state, for the rational and optimal use of available resources in society, as well as to fight corruption, It is necessary to address in this paper, focusing on the situation of Algeria, and with the aim of assessing its degree and status based on the results of the Open budget Survey report, and by adopting the descriptive analytical method, supported by the data obtained, and then reaching the results, perhaps the most prominent of them is that the public in Algeria is far from what is going on in the financial activities of the state, to show in light of these results some of the mechanisms that could contribute its status.
