آليات معالجة التعثر المالي للمؤسسات الصغيرة و المتوسطة

Résumé: يعتبر بحث آليات معالجة وضعية التعثر المالي للمؤسسات الصغيرة والمتوسطة من المسائل ذات الأهمية في الوقت الحالي، بالنظر إلى الدور الذي تؤديه هذه المؤسسات من الناحتين الاقتصادية والاجتماعية. ومن هذا المنطلق تهدف الدراسة إلى بحث وتحليل الآليات التي سنها المشرع الجزائري لمعالجة التعثر المالي لهذه المؤسسات من خلال تحديد مفهوم التعثر ومعايير اعتبار المؤسسة متعثرة، وكذا تتبع المراحل والأسباب التي أدت لتعثرها، وكذا إجراءات معالجة التعثر المالي التي قد تكون عن طريق البنوك أو عن طريق الوكالة الوطنية لدعم المقاولاتية أو عن طريق صناديق ضمان أخطار القروض أو معالجتها. Researching mechanisms for addressing financial distress for small and medium-sized enterprises is currently an important issue, given the role these institutions play in economic and social aspects. From this perspective, the study aims to investigate and analyze the mechanisms that the Algerian legislature has established to address financial distress for these institutions by defining the concept of financial distress and criteria for considering an institution in financial distress, as well as tracking the stages and reasons that led to its distress, and the procedures for addressing financial distress, which may be through banks, the National Agency for Entrepreneurship Support, loan risk guarantee funds, or other means
