تقييم أثر الإصلاحات الاقتصادية في الجزائر على قطاعات الاقتصاد الحقيقي للفترة (1990-2012)مع قراءة استشرافية أفاق 2017

Résumé: تهدف الورقة البحثية الى تقييم أثر الإصلاحات الاقتصادية في الجزائر على قطاعات الاقتصاد الحقيقي خلال الفترة (1990-2012)، مع قراءة استشرافية لهذه الإصلاحات أفاق2017. توصنا من خلال الدراسة الى أن الإصلاحات الاقتصادية أو كما تسمى إصلاحات الجيل الأول كانت سلبية على الاقتصاد الحقيقي سواء خلال مرحلة الإصلاحات الاقتصادية المدعومة (1990-1998) حيث كانت إصلاحات ظرفية لوضع اقتصادي سيئ آنذاك، أما مرحلة الإصلاحات الذاتية (2001-2014) فكانت إيجابية على المدى القصير، ولكنها لم تعطي الاقتصاد الحقيقي الجزائري الاستقلالية عن المتغيرات الخارجية والتي تسمى متغيرات الصدمة، وبالتالي أصبحت تابعة لتقلبات هذه المتغيرات. Abstract: This paper aims to evaluate the impact of economic reforms in Algeria on the real economy sectors over the period (1990-2012), with the perspective reading of these reforms at prospect 2017. We reach through the study that economic reforms or as it is called first-generation reforms were negative on the real economy, both during the phase-supported economic reforms (1990-1998) which was circumstantial in poor economic situation ,and the auto-reforms phase (2001-2014) was positive in the short term, but it didn’t allow the real Algerian economy the independence from external variables which are called shock variables, thus it has become subordinate to these variables’ fluctuations .
