السكن الإيجاري العمومي: ترقية عقارية لمدن تنموية مستدامة

Résumé: ملخص: تشهد المدن الكبرى حركة تعمير سريعة عبر المجالات المخصصة للبناء، وهذا راجع إلى التمركز الزائد للسكان في المناطق الشمالية واتساع نطاق النسيج العمراني وتضخمه،الأمر الذي أدى إلى زيادة في الكثافة السكانية أمام الحاجة الماسة إلى تشييد بنايات جديدة لاحتواء ظاهرة انتشار البناء الفوضوي والتشوه الحضري على حساب الأراضي غير المخصصة للبناء، وجودة التخطيط العمراني للمدن، حيث حاولت الدولة التحكم في كبح الأزمة الاجتماعية والبيئية،واتخاذ تدابير عقلانية تؤثر على ديمقراطية السكن الاجتماعي وتنظمه،جاهدة في سياستها العمرانية إلى تقليص الفجوة بين الإنتاج الحقيقي للسكن والطلب المتزايد عليه بإعادة ضبط نشاط الترقية العقارية وتنميتها،من خلال تبني سياسة السكن العمومي الإيجاري الترقوي كصيغة بديلة في تأجير السكنات الموجهة نحو فئة معينة من المجتمع المحلي، في إطار تطوير أداء الترقية العقارية وتفعيل التهيئة العمرانية، وإنتاج مدن تنموية اقتصادية مستدامة. الكلمات المفتاحية: النطاق العمراني،السكن العمومي الإيجاري ،أزمة السكن، تهيئة المدن، الترقية العقارية. Abstract: All over the world, cities have become larger. This is due to the overload positioning of inhabitants, and the expansion of urbanization in the Northern areas. All this led to an increase of the population density before the urgent need to build new buildings in order to contain the spread of chaotic constructions and the urban deformation; at the expense of lands not allocated for constructions, besides the quality of urban planning. Thus, the state has tried to control the social and environmental crisis, in addition to take rational measures that affect and organize the social housing democracy. Striving in its urban policy so as to reduce the gap between the real production of housing and the increasing demand of it. And this is by re-adjusting the activity of real estate promotion and its development, by adopting the policy of public rental housing promotion as an alternative formula in the rental housing directed towards a specific category of the community. Within the framework of developing the performance of real estate promotion and the activation of urbanization, and to produce sustainable economic developmental cities.
