المدن الجديدة بين إستراتيجية التخطيط الحضري ومبدأ التنمية المستدامة

Résumé: الملخص: تشهد المدن الجديدة في الوقت الحاضر نموذجا معماريا يقتدى به في التوسع العمراني لمختلف الدول المتطورة ،الأمر الذي دفع بالمشرع الجزائري في ظل تعاقب النصوص القانونية إلى إيجاد نص يجعل للمدن دوراً في السياسة التنموية ويحيطها بمجموعة من الإجراءات القانونية لإنشائها وتسييرها، إذ يعتبر التخطيط الحضري أداة إجرائية لضبط النمو العمراني لها خاصة مع تزايد متطلبات الأفراد في ظل التطور التكنولوجي الذي نعيشه ، وهو ما دفع إلى ضرورة البحث عن ضبط المجال العمراني بسبب المتغيرات في التركيبة الاجتماعية وزيادة عدد السكان مع الحاجة إلى الخدمات الحضارية المتطورة التي تتلائم والبعد العمراني المبني على فكرة تنمية مستدامة تحقق نسيج عمراني قائم على أسس ومعايير تضمن توفير العيش السليم للجيل الحاضر وتحافظ على إرث متنامي للجيل القادم. Abstract New cities know at the present an architectural structure to be emulated in the urbanization of different developed countries which prompted the Algerian legislator, within the succession of legal texts, to find a text that creates an important role for the cities in development policy covered with a set of legal measures to establish and manage it. Urban planning is a procedural tool to control urban growth, especially with the increase of individuals requirements in light of the technological development, which leads to the necessity to find a way for controlling the urban space due to changes in the social structure and the increase in the population, with the need of advanced urban services fitting the urban goal based on the sustainable development that achieves an urban fabric based on foundations and standards to ensure a good life for the present generation and preserve a growing legacy for the next generation.
