Résumé: تهدف هذه الدراسة إلى تسليط الضوء على مفهوم وآليات الديمقراطية التشاركية على مستوى الجماعات المحلية حيث غالبا ما يكون هذا الأخير هو الأنسب لتعزيز مشاركة المواطن والمجتمع المدني في إدارة الشؤون العامة، وتهدف الديمقراطية التشاركية إلى تقوية وتفعيل دور المواطن من خلال إشراكه في صنع السياسة العامة واتخاذ القرارات المتعلقة بالشأن العام خاصة على الصعيد المحلي ليصبح قادرا على البحث عن الحل المناسب لمشاكله لتكون القرارات مشروعة وفعالة، وهذا عن طريق محاولة البحث عن الآليات والإجراءات التي تكفل ذلك. This study seeks to define the concept and tools of Participatory Democracy at the level of local groups, where the latter is frequently the most appropriate to increase citizen and civil society participation in the management of public affairs. Participatory Democracy aims to strengthen and activate the role of the citizen by involving him in determining public policy and making decisions regarding public affairs, particularly at the local level, so that he is able to find the best solution to his problems ,This is done by attempting to find tools and procedures that ensure this.
