قانون تسوية الميزانية كآلية لتجسيد الرقابة البرلمانية على الميزانية العمومية

Résumé: لقد حرص المشرع الجزائري في القانون العضوي رقم 18-15 على تجسيد حوكمة التسيير المالي بإخضاع عمليات تنفيذ ميزانية الدولة للرقابة الثلاثية الإدارية والبرلمانية والقضائية، ويعتبر قانون تسوية الميزانية آلية رقابية استثنائية ذات طابع ختامي، يستند إليها البرلمان بغرض التحقق النهائي من التزام أجهزة الإدارة العامة بقواعد التسيير الميزانياتي المُصادق عليه في قانون المالية، لاسيما مراجعة حسابات الإيرادات العامة في شق التحصيل والنفقات العامة فيما يخص عمليات التوزيع. ويعد قانون تسوية الميزانية ذات طابع مالي محاسبي تتولى الحكومة إعداده بناءا على التقارير المتنوعة لمجلس المحاسبة ضمن مجال اختصاصه، ليُعرض في الأخير على البرلمان لمناقشته والمصادقة عليه، تمهيدا لعرض مشروع قانون المالية للسنة الموالية الذي يكون مقترنا بنتائج قانون تسوية الميزانية لحساب السنة.
