أثر المشاركة في سلاسل القيمة العالمية على البطالة في الجزائر دراسة قياسية للفترة 1990-2020 باستخدام نموذج Vecm

Résumé: هدفت الدراسة إلى قياس أثر المشاركة في سلاسل القيمة العالمية على البطالة في الجزائر، من خلال الروابط الأمامية القائمة على تصدير مدخلات وسيطة محلية تدخل في منتجات بلدان أخرى، والروابط الخلفية القائمة على استيراد مدخلات وسيطة للإنتاج المحلي لأغراض التصدير، خلال الفترة 1990-2020؛ وقد خلصت الدراسة إلى أن المشاركة الخلفية للجزائر في سلاسل القيمة العالمية خلال الأجل القصير ترفع من نسب التشغيل، على عكس المشاركة الأمامية التي تزيد من معدلات البطالة فيها، لكن ومع تعميق الاندماج في سلاسل القيمة العالمية، واكتساب اليد العاملة المحلية للمهارات اللازمة، تحل المنتجات المحلية مكان الأجنبية، ويصبح الطلب على اليد العاملة المحلية من خلال الروابط الأمامية أكثر، يحدث هذا خلال فترة زمنية لا تتجاوز السنتين. The aim of this study is to examine the effect of participation in global value chains on unemployment in Algeria, through forward links based on the export of local intermediate inputs into the products of other countries, and back links based on importing intermediate inputs of local production for export, during the period 1990-2020; The study concluded that Algeria’s background participation in global value chains during the short terms increases employment rates, in contrast to forward participation, which increases its unemployment rates. however as integration into global value chains deepens, and the local labor workforce acquires the necessary skills, local products replace foreign ones, and the demand for local labor through forward linkages becomes greater, this happens over a period of time not exceeding two years.
