الاستثمار الفلاحي بين متطلبات التنمية المحلية وصلاحيات الجماعات المحلية

Résumé: تهدف هذه الدراسة إلى عرض وتحليل دور الجماعات المحلية في التنمية الفلاحية بالاعتماد على الاستثمار الفلاحي كوسيلة قانونية اقتصادية تساهم في الاستجابة لمتطلبات التنمية داخل مناطق الهضاب العليا، من خلال توجه الحكومة والسلطات المحلية نحو برامج تنموية تحقق فيها تطلعات منتخبيها، ويكون ذلك عن طريق تعزيز وترقية الاستراتيجيات المحلية والاستفادة من التجارب الدولية في مجال تخطيط التنمية المحلية المستدامة في القطاع الفلاحي، وأيضا بإزالة كل العراقيل والقيود التي تقف أمام الاستثمار الفلاحي. The purpose of this study is to present and analyse the role of local communities in peasant development Relying on agricultural investment as an economic legal mechanism Contributes to meeting the requirements of the peasant sector within the upper hills , Through the orientation of government and local authorities to development programmes in which the aspirations of their constituents are fulfilled, This is done by promoting and upgrading local strategies , Building on international experiences in sustainable local development planning , and also by removing all obstacles and constraints to agricultural investment.
