Enhancing Security Cooperation Among Mediterranean Countries Through Security Dialogues

Résumé: abstract The present study aims to explore the role of security dialogues in enhancing security cooperation among Mediterranean nations. It delved into key security challenges in the Mediterranean, including terrorism, organized crime, and illegal immigration, and examined the role of regional security dialogues in bolstering collaborative security efforts. Thus, the current study aims to answer the following question: How do security dialogues bolster security cooperation among Mediterranean countries? The hypothesis posited that the efficacy of security dialogues in augmenting security collaboration in the Mediterranean hinges upon a shared perception of threats and the presence of a comprehensive security outlook. However, the study revealed challenges to the success of security dialogues, notably due to the dominance of European-centric security policies in the Mediterranean region. الملخص تهدف الدراسة الحالية إلى استكشاف دور الحوارات الأمنية في تعزيز التعاون الأمني ​​بين دول البحر الأبيض المتوسط. وتناولت التحديات الأمنية الرئيسية في منطقة البحر الأبيض المتوسط، بما في ذلك الإرهاب والجريمة المنظمة والهجرة غير الشرعية، وبحثت دور الحوارات الأمنية الإقليمية في تعزيز الجهود الأمنية التعاونية. ومن هنا تهدف الدراسة الحالية إلى الإجابة على السؤال التالي: كيف تعزز الحوارات الأمنية التعاون الأمني ​​بين دول البحر الأبيض المتوسط؟ تفترض الفرضية أن فعالية الحوارات الأمنية في تعزيز التعاون الأمني ​​في البحر الأبيض المتوسط ​​تتوقف على تصور مشترك للتهديدات ووجود نظرة أمنية شاملة. ومع ذلك، كشفت الدراسة عن تحديات أمام نجاح الحوارات الأمنية، لا سيما بسبب هيمنة السياسات الأمنية المتمحورة حول أوروبا على منطقة البحر الأبيض المتوسط.
