دور المجتمع المدني في وتعزيز ودعم القطاع الصحي العمومي في ظل جائحة كورونا

Résumé: تهدف هذه الورقات في مجملها إلى إبراز الدور الكبير الذي يبدله المجتمع المدني باعتباره حركية اجتماعية قوية في مساندة مؤسسات الدولة وتعزيزها لاسيما المؤسسات الإستشفائية لصحة العمومية التي وقع عليها ضغط مهني استثنائي بسبب الجائحة العالمية، وبما أن مؤسسات المجتمع المدني بكل أطيافها (تنظيمات، جمعيات، رابطات، هياكل، أحزاب سياسية، بما في ذلك التنظيمات الدينية ...) تلعب دور الوسيط بين الفرد المجتمع و الدولة فإنه يصبح من الضروري عليها في الحيز المتاح دعم ومساعدة مؤسسات الدولة والأفراد على حد سواء في ظل رؤية الدولة وحوكمتها وسياستها ومقاصدها، كما تهدف هذه الدراسة إلى تغيير بعض القناعات النمطية السائدة من أن الدولة هي المسؤول الأول والأخير عن إيجاد الحلول للظروف الطارئة بمعزل عن المجتمع المدني أفرادا وجماعات، و كان من أبرز توصيات هذه الدراسة السعي إلى توعية المجتمع مدني والذي من شأنه تعزيز قيم المواطنة والتعاطي الايجابي معها، كما ركزت هذه الورقات على وجوب تبني الدولة ثقافة المشاركة والمبادرة، وحماية المجتمع المدني بكل آلياته من كل ما يعيق دوره وغايته. Abstract : This study aims to highlight the great role played by civil society in assisting state institutions Especially public health institutions that have been subjected to exceptional professional pressure due to the global pandemic, Since civil society institutions of all kinds (organizations, associations, associations, structures, political parties, including religious organizations...) play the role of mediator between the individual, society and the state, it becomes necessary for them to support and assist state institutions and individuals alike. This study also aims to change some of the prevailing stereotypical convictions that the state is the first and last responsible for finding solutions to emergency conditions in isolation from civil society, individuals and groups. One of the most prominent recommendations of this study was to seek to raise awareness of a civil society that would enhance the values of citizenship and positive interaction with it. These papers also focused on the need for the state to adopt a culture of participation and initiative, and to protect civil society with all its mechanisms from all that hinders its role and purpose.
