دور البنوك المركزية في تحقيق الاستقرار المالي من خلال التكنولوجيا الاشرافية

Résumé: يلعب البنك المركزي دورا هاما لتحقيق الاستقرار المالي من خلال دوره الاشرافي باعتباره السلطة المالية الأولى المخول لها في مختلف التنظيمات في العالم، غير أنه ومع بزوغ فجر التحول الرقمي أصبح عرضة للعديد من الانتقادات لضرورة مسايرته للتطورات التكنولوجية العالمية السريعة، حيث أصبح عاجزا في الكثير من الاحيان في التصدي للتهديدات الجديدة كحركة الأموال الدولية، غسيل الأموال وغيرها، والتي تعتمد على تقنيات جد ذكية، مما رفع سقف المخاطر التي تمس بالاستقرار المالي، ومن أهم الحلول التي اعتُمِدت هي التكنولوجيا الاشرافية التي تعتمد على ادوات الذكاء الاصطناعي، التعلم الآلي والبيانات الضخمة وغيرها، والتي تقرر اعتمادها بمستويات مختلفة، لما لها من أثر في التحكم في المخاطر التي تمس مباشرة بالاستقرار المالي، غير أنه من الضروري وضع خطط على المدى القصير والطويل للاستثمار في هذه التكنولوجيا، مع وجوب وضع حوكمة قوية تضمن موائمتها مع الأهداف الاستراتيجية للبنوك المركزية التي من أهمها تحقيق الاستقرار المالي. The aim of this study is to show the role of supervisory technology as a solution adopted by governments to support central banks in the new digital environment, this depend on tools of artificial intelligence, machine learning, big data and others, and the study concluded that its adoption will support the control of risks that directly affect financial stability, by strengthening oversight and compliance, and increasing focus on cybersecurity and fighting financial crime, which needs several investment in people and competencies such as controlling new analytical methods and tools based on artificial intelligence and machine learning, as well as investing in the necessary infrastructure who include all data and need to implement a regulatory framework to support the whale planned operations to support the role of the central bank, the study recommended the need to develop short and long-term plans to invest in this technology
