إشكالية إصلاح وإعادة بناء القطاع الأمني في ليبيا بعد 2011

Résumé: ملخص: يمثل إصلاح وإعادة بناء القطاع الأمني في حالات ما بعد الصراع من أعقد الإشكاليات التي تواجه الدولة في ليبيا، بهدف إعادة تنظيم احتكار ممارسة القوة المشروعة على مستوى النظام الأمني، ورغم تعدد البرامج والمانحين الدوليين بغية تقديمالدعم الذي تحكمه مبادئ توجيهية، فإن الفشل والفوضى آخذة في الترسخ على مستوى القطاع الأمني في ليبيا بعد 2011، بسبب مصفوفة من الإشكاليات المعقدة، أنتجت قطاع أمن هجين، ساهمت في تكريسه الفجوات البنيوية المرتبطة بتاريخ تشكيل القطاع الأمني في ليبيا، وملأت فراغه ميليشيات ومجموعات شبه عسكرية قاومت برامج نزع السلاح والتسريح وإعادة الإدماج، نظرا لاستفادتها من استمرار فشل إعادة بناء القطاع الأمني، والذي لم ينظر له باعتباره عملية مترافقة في سياق عملية شاملة لإعادة بناء الدولة في ليبيا، وهو ما أدى بعد مرور أزيد من عقد على سقوط النظام السياسي و انهيار الدولة لاستدامة تقويض سلطة الدولة وإضعافها بشكل مزمن. Abstract: The reform and rebuilding of the security sector in post-conflict situations are one of the most complex problems facing the state of Libya. The goal is to restore the monopoly of the exercise of legitimate power at the level of the security system. Despite the multiplicity of programs and international donors aimed at providing support that is governed by guidelines, failure, and chaos have taken hold at the level of the security sector in Libya since 2011, due to a matrix of complex problems. This has resulted in a hybrid security sector that perpetuates structural gaps related to the history of the formation of the security sector in Libya. The void created by this hybrid sector has been filled by militias and paramilitary groups, which has further undermined state authority and prevented the successful rebuilding of the security sector.
