Public Financial Management (pfm) Effectiveness Through Transparency A Case Of Algeria "الشفافية وفعّالية تسيير المالية العامة "إشارة إلى حالة الجزائر

Résumé: الهدف من هذه الورقة هو إبراز أهمية شفافية الميزانية العامة للدولة والتي تؤدي إلى تحسين عمل الحكومات في جميع أنحاء العالم لأنها تقلّل من مستويات الفساد وتزيد من المساءلة أمام المواطنين، بالإضافة إلى ذلك، يمكن التأكيد على أن الشفافية عبارة عن أداة أساسية للحكومات لزيادة مصداقيتها وتحسين علاقاتها. تهدف الورقة أيضا إلى دراسة واقع شفافية الميزانية العامة في الجزائر وذلك من خلال مؤشر الموازنة المفتوحة. بينت نتائج البحث أن الجزائر تحتل المراتب الأخيرة في ترتيب المؤشر بحيث بلغت قيمة المؤشر (03) برتبة 103 من أصل 115 دولة أجري عليها المسح سنة 2017، في حين بلغت قيمة المؤشر (02) برتبة 112 من أصل 117 دولة أجري عليها المسح سنة 2019 وتوضح هذه المؤشرات أن المعلومات المتاحة عن شفافية الميزانية العامة في الجزائر غير كافية أو معدومة باعتبار أنها محصورة في المجال (0-20) حسب نتائج شراكة الموازنة الدولية وبالتالي تصنف الجزائر وفق هذه الاحصائيات ضمن فئة البلدان التي تقدم معلومات قليلة جدا عن الميزانية العامة. The research aims to highlight the importance of transparency in government budgets as it improves the work of governments around the world by reducing corruption and increasing accountability to citizens. In addition, it can be emphasized that transparency is an essential tool for governments to increase their credibility and improve their relationships. The research also aims to examine the reality of public budget transparency in Algeria through the Open Budget Index (OBI). The results showed that Algeria occupies the last position in the index ranking, since the index value (03) reached the 103rd position out of 115 surveyed countries in 2017, while the index value (02) reached the position 112 out of 117 countries surveyed in 2019. These indicators are that the information available on the transparency of the overall budget in Algeria is insufficient or absent, considering that it is limited to the field (0-20) according to the results of the International budget partnership. Consequently, according to this statistic, Algeria is placed in the category of countries that provide very little information on the overall budget.
