إشكالية تفعيل دور المناطق الحرة للتصدير: المنطقة الحرة بلارة نموذجا

Résumé: يعتبر إنشاء المناطق الحرة بهدف توفير هياكل أساسية فعالة، ولكن أداء المناطق الحرة يعتمد إلى حد كبير على سياسات أخرى، ولاسيما السياسات الموضوعة لتنمية الموارد البشرية، والهياكل الأساسية اللازمة لاجتذاب الاستثمار الأجنبي المباشر الموجه نحو التصدير وزيادته. لذا نسعى من خلال هذا البحث لمعرفة مدى إمكانية تفعيل دور المناطق الحرة للتصدير؛ وواقع ذلك في المنطقة الحرة في الجزائر، كما يهدف البحث إلى تبيان أهمية المناطق الحرة في العالم، وإشكالية تفعيل دور هذه المنطقة في الاقتصاد الوطني، وعن طريق استغلال المميزات الطبيعية والجغرافية التي تنفرد بها هذه المناطق عن كل المناطق الحرة، وذلك بغية الوصول إلى نتيجة مفادها أن المنطقة بلارة تساهم في تحقيق أهداف التنمية الاجتماعية والاقتصادية عند إدراجها في أولويات البرنامج الاقتصادية. The aim of the establishment of free zones is to provide effective infrastructure. But the performance of free zones depends to a large extent on other policies, especially those for human resources development, and the necessary infrastructure to attract and increase export-oriented foreign direct investment. Therefore, we seek through this research to find out to what extent the role to export can be activated, and the reality of that in the free zone in Algeria. The research aims at showing the importance of free zones in the world, and the problematic of activating the role of this region in the national economy, and exploiting the natural and geographical features that These regions are unique to all free zones. The aim is to reach a conclusion that the region Bellara that contributes to achieve social and economic development goals when they are included in the economic priorities of the program
