التسيير العمومي الجديد كالية حديثة لعصرنة الإدارة المحلية

Résumé: التسيير العمومي الجديد هو مفهوم حديث لادارة المرفق العمومي المحلي بأسلوب إداري يعتمد على فعالية وكفاءة الإدارة المحلية .ظهر تدريجياً نتيجة لبعض الممارسات السلبية كالبروقراطية التي تعتمد أساسًا على تنظيم وهيكلة الادارة من أعلى إلى الأسفل أي التسلسل الهرمي ،نقص الكفاءة و رداءة الخدمة العامة و غيرها من العوامل بالاضافة الى تكنولوجيا المعلومات والاتصالات وأهمية العنصر البشري في خلق القيمة وتحسين الخدمة العمومية. و بالتالي اصبح التسيير العمومي الجديد ضرورة، ونموذجا إداريا جديدا قائم على بعض المبادئ التسيرية في القطاع الخاص. و قد سعت الجزائر للتوجه نحو هذا التسيير من خلال تبني بعض الإصلاحات على المستوى ادارتها المحلية الا انها لاتزال تواجه بعض التحديات . The new public management is a modern concept of managing the local public facility in an administrative manner that depends on the effectiveness and efficiency of local administration.It has gradually emerged as a result of some negative practices, such as multiculturalism, which depend mainly on the top-down management organization and structure of the hierarchy, inefficiency, poor public service and other factors, as well as information and communication technology and the importance of the human element in creating value and improving the public service. The new public administration has therefore become a necessity, and a new management model based on certain private sector principles. Algeria has sought to move towards this process by adopting reforms at the local level, but it still faces some challenges .
