مشكلة البطالة في الجزائر " دراسة في الواقع وطرق المعالجة 2019-2021

Résumé: تهدف هذه الورقة البحثية إلى تحديد طبيعة مفهوم البطالة، من خلال التوسع في تعريفها و إبراز أسباب انتشارها و أنواعها و كذلك عرض إطارها النظري. كما تم التركيز في هذه الدراسة على تحليل ظاهرة البطالة في الجزائر خاصة بعد 2019، حيث ناقشت واقع هذه الظاهرة الخطيرة و تحليل مختلف التدابير والبرامج و سياسات التشغيل التي سعت الحكومات المتعاقبة من انتهاجها في ظل زيادة الطلب على العمل. كما تناولت أهم الآثار الناتجة عن تفاقم الظاهرة في الجزائر، وقد توصلت الدراسة إلى أن التقليل من مشكلة البطالة في الجزائر يقتضي الابتعاد عن الحلول الترقيعية و الاعتماد على سياسات رشيدة تقوم على نمط تنموي جديد يهدف الى تطوير القطاعات المنتجة للثروة و التي سوف تزيد من فرص العمل للشباب في سوق العمل الوطني و المحلي، و ذلك كل حسب تخصصه و تطلعاته العلمية و المهنية. Abstract: This research paper aims to determine the nature of the concept of unemployment, by expanding its definition and highlighting the reasons for its spread and its types, as well as presenting its theoretical framework. This study also focused on analyzing the phenomenon of unemployment in Algeria, especially after 2019 , it discussed the reality of this dangerous phenomenon and analyzed the various measures, programs and employment policies that successive governments sought to pursue in light of the increased demand for work. It also dealt with the most important effects resulting from the exacerbation of the phenomenon in Algeria, and the study concluded that reducing the problem of unemployment in Algeria requires moving away from prosthetic solutions and relying on rational policies based on a new development pattern aimed at developing wealth-producing sectors that will increase job opportunities For young people in the national and local labor market, each according to his specialization and his scientific and professional aspirations.
