Résumé: تستعرض هذه الدراسة دور صناديق الاستثمار السيادية في إدارة واستثمار الفوائض المالية بشكل فعال كما تبحث في دور تلك الصناديق في الحد من أثار الأزمة الحالية الناتجة من تهاوي أسعار النفط في الأسواق العالمية على عجز الموازنات العامة من خلال تعويض ذلك الجزء من العجز، وتطرح إلى جانب ذلك الدروس المستفادة من تجربة صندوق النرويج السيادي الرائدة في مجال استثمار وإدارة الفوائض النفطية القائمة على التنويع والشفافية، وخلصت الدراسة إلى نتيجة مفادها أن فكرة استثمار الفوائض المالية لا تزال بعيدة عند صناع القرار في الحكومة الجزائرية رغم وجود إمكانية لذلك. his study examines the role of Sovereign Wealth Fund in managing and investing In financial surpluses effectively.
