الوعي القانوني آلية لترسيخ حقوق الإنسان وحرياته - لدى الإعلامي-

Résumé: الملخص: تحتل قضايا حقوق الإنسان مكانة مهمة في اهتمامات وسائل الإعلام، إذ يعد حجم ونوع تغطية وسائل الإعلام لقضايا حقوق الإنسان أحد المعايير الأساسية لمهنية هذه الوسائل ودورها في ترسيخ حقوق الإنسان وحرياته.لكن هناك انتقادات توجه لوسائل الإعلام في تغطيتها لحقوق الإنسان وحرياته، فهي ليست كلها جيدة، لأن بعض الإعلاميين لديهم قصور في فهم حقوق الإنسان وحرياته، وهذا ما دعانا لطرح الإشكالية التالية: هل مطلوب من الإعلام أن يساهم بفاعلية في ترقية وترسيخ حقوق الإنسان وحرياته في المجتمع؟ وهذا بدوره يقودنا للتساؤل عن المسائل القانونية اللازمة للوعي الحقوقي لدى الفاعلين في الإعلام؟ وعليه سنتناول الموضوع وفق المحاور التالية: المبحث الاول: تحليل للمادة 05/2 من قانون الإعلام الجزائري. المبحث الثاني: نماذج لمبادئ الحقوق والحريات الواردة في الدستور. حيث سنعتمد في ذلك على المزاوجة بين المنهج الوصفي والمنهج التحليلي، في معالجة موضوع الورقة البحثية، سعيا منا للوصول إلى نتائج مرضية، تساهم في ترسيخ حقوق الإنسان وحرياته لدى الإعلامي بالخصوص، ليؤثر بدوره على المجتمع في العموم. الكلمات المفتاحية: حقوق الإنسان، حريات، الإعلامي، قانون الإعلام Abstract: Human rights issues occupy an important place in the media’s concerns. The volume and type of media coverage of human rights subjects are one of the basic criteria for the professionalism of these media and their role in promoting human rights and freedoms. Some media contributors have deficiencies in understanding human rights and freedoms, and this is what prompted us to uncover the following problem: Is the media requested to contribute effectively for the promotion and consolidation of human rights and freedoms in society? This in turn leads us to ask about the legal topics necessary for the human rights awareness of media actors. Therefore, we will discuss the topic according to the following points: First: An analysis of Article 05/2 of the Algerian Media Law. Second: Samples of principles of rights and freedoms contained in the Constitution. Where we will rely on the combination between the descriptive approach and the analytical approach, in tackling the topic of the research paper. Which, I hope, will contribute to the consolidation of human rights and freedoms among the media in particular and society in general. Keywords: human rights, freedoms, media actors, media law
