دور سلطة الضبط في تنظيم قطاع الاعلام بالجزائر سلطة ضبط السمعي البصري انموذجا

Résumé: نهدف من خلال هذه الدراسة إلى معرفة دور سلطة الضبط في تنظيم قطاع الاعلام الجزائري من خلال سلطة ضبط السمعي البصري التي انشئت بموجب القانون العضوي المتعلق بالإعلام لسنة 2012. كما نهدف إلى معرفة الاجراءات القانونية التي تتخذها هذه الهيئة لضبط قطاع السمعي البصري في الجزائر. من خلال هذه الدراسة نجد ان سلطة ضبط السمعي البصري تعتبر الجهاز الذي يسهر على تطبيق مواد قانون الاعلام 2012 وقانون 2014 المتعلق بقطاع السمعي البصري في الجزائر. كما نستنتج ان سلطة ضبط السمعي البصري تعبر آلية من آليات الرقابة على محتوى وسائل الاعلام السمعية البصرية، تسهر على ضمان الخدمة العمومية، بالإضافة إلى كونها آلية ادارية وقانونية ضابطة تقوم بمنح التراخيص وفق شروط. We aim through this study to know the role of the controlling authority in regulating the Algerian media sector through the audiovisual regulating authority that was established under the organic law related to media of 2012. We also aim to know the legal procedures taken by this authority to control the audiovisual sector in Algeria. Through this study, we find that the audiovisual control authority is the body that ensures the implementation of the articles of the 2012 media law and the 2014 law related to the audiovisual sector in Algeria. We also conclude that the audiovisual control authority crosses one of the control mechanisms over the content of the audiovisual media, which ensures the public service, in addition to being an administrative and legal controlling mechanism that grants licenses according to conditions.
