إستراتيجية المنظمة الدولية للهجرة في التعامل مع ظاهرة الهجرة

Résumé: أصبحت الهجرة في وقتنا الحالي ظاهرة تلفت انتباه الباحثين و الدول و الوكالات و الهيئات الوطنية و الدولية. فالحروب وتغير المناخ، البنية السكانية والفقر، الكوارث الطبيعية والأوبئة، كلها تهديدات أصبحت تساهم يوميا في إجبار المزيد من الناس على الهجرة. فهنالك من يلجأ للهجرة بسبب الأوضاع السياسية المتردية في دولته والآخر يلجأ إلى الهجرة لتحسين وضعه المالي و البعض الآخر يهاجر من بلادة خوفا من بعض العقوبات و الأحكام الصادرة ضده، و لتنظيم الهجرة وتسهيل طرقها أمام المهاجرين أنشأت منظمة الهجرة الدولية التي تعد المنظمة الحكومية الدولية الرائدة في مجال الهجرة، و التي أصبحت عضوا في الأمم المتحدة باعتبارها "منظمة ذات صلة" تمنح الأمم المتحدة ولاية واضحة للهجرة. هدفها الأولي تيسير إدارة الهجرة الدولية إدارة منظمة وإنسانية، و من أجل تحقيق هذا الهدف تعتمد المنظمة سياسة دولية لمواجهة التحديات المطروحة في مجال الهجرة. تحاول هذه الورقة العلمية دراسة هيكل هذه المنظمة الدولية و إستراتيجيتها في التعامل مع ظاهرة الهجرة الدولية. Migration has now become a phenomenon that attracts the attention of national and international researchers, countries, agencies and organizations. War and climate change, population structure and poverty, natural disasters and epidemics are all threats that contribute to daily forcing more people to migrate. There are those who resort to migration because of the deterioration of the political situation in their country and others resort to migration to improve their financial situation and others leave the country for fear of certain sanctions and convictions. against it, as well as to regulate migration and facilitate its movement towards immigrants. Founded in 1951, the International Organization for Migration is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Its primary purpose is to facilitate the orderly and humane management of international migration, for which the Organization adopts an international policy to address the challenges of migration.
