واقع تطبيق إدارة الجودة الشاملة في المؤسسات التعليمية الجزائرية دارسة ميدانية بمديرية التربية لولاية غارداية

Résumé: تهدف هذه الدراسة إلى التعرف على واقع تطبيق إدارة الجودة الشاملة في المؤسسات التعليمية الجزائرية من وجهة نظر عينة الدراسة ) الأساتذة المديرين المشرفين المفتشين الإداريين (. لتحقيق أهداف – – - - البحث ، أجريت الدراسة على عينة من مجتمع المدرسي والذي يتمثل في بعض المتوسطات بولاية غارداية البالغ عددهم ) 07 ( متوسطات بالإضافة إلى المفتشين بمدرية التربية والتعليم. تم اختيار عينة الدراسة البالغ عددها ) 120 ( لتطبيق الدراسة. وللتعرف إلى مدى تطبيق إدارة جودة الشاملة في المؤسسات التعليمية تم توزيع استبان حيث تم التحقق من صدق أداة الدراسة وثباتها بالطرق الإحصائية المناسبة. وقد خلصت الدراسة إلى مجموعة من النتائج أهمها :  إلى أن درجة تطبيق إدارة الجودة الشاملة في المؤسسات التعليمية الجزائرية بولاية غارداية كانت متوسطة.  أشارت النتائج إلى أن أعلى مبدأ في درجة التطبيق هو " مبدأ التحسين والتطوير المستمر " الذي يطبق بدرجة مرتفعة مما يعطي مؤشرا ايجابيا على اهتمام المؤسسات التعليمية بتطبيق هذا المبدأ.  أظهرت نتائج الدراسة أن درجة تطبيق مبدأ التدريب والتزام الإدارة بالجودة كان متوسط وذلك بسبب قلة استقطاب الخبراء في مجال الجودة الشاملة لتدريب العاملين والمسيرين للمؤسسات التعليمية وقصور تدريبهم على كيفية تطبيق إدارة الجودة الشاملة، بالإضافة إلى افتقار المؤسسات التعليمية إلى وجود سياسة واضحة ومكتوبة لكيفية تطبيق إدارة الجودة الشاملة. • ليس هناك فروقات ذات دلالة إحصائية عند مستوى المعنوية 0,05 في درجة تطبيق إدارة الجودة الشاملة من وجهة نظر أفراد عينة الدراسة تعزى للمتغيرات الشخصية.This study aims to identify the status of the application of total quality management (TQM) in the Algerian educational institutions from the point of view of the study sample (professors, managers, supervisors, inspectors and administrators). To achieve the objectives of the research, the study was conducted on a sample of the school community, which is represented by seven الملخص VI middle schools, in Ghardaia easily chosen, in addition to inspectors of Directorate of Education. The study selected a sample of (120). And to identify the extent to which the )TQM( was applied in the educational institutions, a survey was distributed where there the accuracy of the study tool and its stability with appropriate statistical means was validated. The study concluded with a number of findings, including:  the level of application of total quality, in the educational institutions of the Wilaya of Ghardaia, was average.  The results indicated that the highest application level was the "principle of continuous improvement and development", which is a positive indication of the interest of the educational institutions to apply this principle.  The results showed that the degree of application of the principle of training and management commitment to quality was average because of the lack of attracting experts in the field of the total quality to train the workers and managers of educational institutions and lack of training on how to implement total quality management, in addition to the lack of educational institutions to a clear and written policy for how to apply comprehensive quality management.  there were no differences with statistical significance at the 0.05 level of significance in the level of application of total quality from the viewpoint of the study sample that could be due to personal biases.
