حتمية الرقمنة كآلية لتطبيق الإدارة الإلكترونية في الجزائر

Résumé: سعت الدولة الجزائرية إلى تطوير وتحديث مؤسساتها العمومية وكذا مرافقها العامة، من خلال رقمنة مصالحها وتحويل العمل الإداري التقليدي إلى عمل إلكتروني، معتمدة على عنصر بشري مؤطر تأطيرا تقنيا وآخر ليس كذلك. مما جعل مسار التحول يسير بشكل بطيء بدليل أن مشروع الإدارة الإلكترونية المبرمج لسنة 2013، لم يتحقق ونحن في 2019. تقنية المعلومات والاتصالات كفيلة بتوفير المعلومة بسرعة فائقة واختصار وقت إنجاز المعاملات في ظرف قياسي، فكانت الرقمنة مرحلة ضرورية لاستكمال عملية التحول الإلكتروني في المرافق العامة وحتمية لا يمكن تجاوزها. إلا أن التأطير القانوني كان عنصرا ضامنا لإتمام وسير العمل الإلكتروني لتفادي عراقيل قد تحد من استعمال التقنيات التكنولوجية. Abstract The Algerian State has sought to develop and modernize its public institutions as well as its public facilities, by digitizing its interests and transforming traditional administrative work into electronic work, relying on a human element that is technically under-developed and another that is not. This has made the transformation path slow, as evidenced by the fact that the e-management project programed for 2013 was not achieved as we did in 2019. Information and communication technology (ICT) can provide information very quickly and concretely at the time when transactions are completed in a standard setting, digitization has been a necessary stage to complete the electronic transformation of public utilities and an imperative that can’t be exceeded. However, legal framing was a guarantor of the completion and conduct of electronic work to avoid obstacles that might limit the use of technology.
