عوامل البيئة الداخلية والخارجية واثرها في عملية رسم وصنع السياسة الخارجية الاردنية (2011-2020)

Résumé: تبحث هذه الدراسة في اثر العوامل الداخلية والخارجية , الاجتماعية والامنية والاقتصادية والسياسية في صنع السياسة الخارجية الاردنية, واثرها على الاستقرار السياسي في الاردن وخصوصا بعد عام 2011م، أي اثناء وبعد احداث الربيع العربي مرورا بالعوامل الداخلية والخارجية التي اثرت على صانع القرار لغاية نهاية عام 2020 ومدى أثرها على السياسات الخارجية للدولة الاردنية، وتستخدم هذه الدراسة نظرية صنع القرار في تفسير مدى قدرة صانع القرار الاردني بالتعامل مع هذه العوامل لجلب الاستقرار السياسي في محيط مشتعل, وقدرته على وضع استراتيجية وطنية للتقليل من الازمات الاجتماعية والاقتصادية والامنية والسياسية, وخلصت الدراسة إلى ان على النظام الاردني ان يقوم بتقوية الجبهة الداخلية وتوسيع وبناء علاقات خارجية جديدة للتقليل من الازمات والضغوطات الخارجية والداخلية, والعمل على تكاثف الجهود الداخلية والتماسك الاجتماعي للحد من الازمات الداخلية الناجمة عن التنوع الديمغرافي الاردني. This study examines the impact of internal and external factors, social, security, economic and political in making Jordanian foreign policy, and their impact on political stability in Jordan, especially after the year 2011 AD, that is, during and after the events of the Arab Spring, through the internal and external factors that affected the decision-maker until the end of 2020, And the extent of their impact on the foreign policies of the Jordanian state, and this study uses the theory of decision-making in explaining the extent of the ability of the Jordanian decision-maker to deal with these factors to bring political stability in a burning environment, and his ability to develop a national strategy to reduce social, economic, security and political crises, and the study concluded that The Jordanian system is to strengthen, expand and build new external relations, and work to intensify internal efforts and social cohesion to reduce internal crises resulting from the Jordanian demographic diversity, to reduce external and internal crises and pressures.
