انعكاسات سياسة دعم القروض على أداء القطاع الفلاحي: ولاية أم البواقي نموذجا

Résumé: الملخص الهدف من هذه الدراسة هو قياس أثر سياسة دعم مختلف أنواع القروض البنكية على الإنتاج الفلاحي، من خلال استخدام نموذج البانل(Panel Data)المتوازن وفق نموذج التأثيرات العشوائية للفترة 2009- 2015. وتظهر النتائج أنه تم الكشف عن علاقة تكامل مشترك بين كل من دعم القروض القصيرة الأجل والقروض الطويلة الأجل مع الإنتاج الفلاحي، بينما هناك علاقة سلبية بين القروض المتوسطة الأجل والإنتاج الفلاحي وذلك على مستوى ولاية أم البواقي في المدى القصير. وهذا التأثير الإيجابي يؤكد نجاح سياسة دعم القروض الفلاحية القصيرة والطويلة الأجل، ولكن يبقى التمويل البنكي بعيدا عن أداء دوره اتجاه القطاع الفلاحي بالرغم من أهميته في تحقيق التنمية الفلاحية ورفع معدلات النمو الفلاحي في الجزائر This study aims to measure the impact of the policy of various types of bank loans on agricultural production in Oum El Bouaghi city, during the period 2009-2015, using a cross-sectional time-series (Panel Data). The results show that a common integration relation ship was found between both short-And long-term loans with agricultural production whilethere is anegative relation ship between medium-term loans and agricultural production in the state of Oum El Bouaghi in the short term. The positive impact confirms the success of the policy of supporting short and long-term agricultural loans. However, bank financing remains far from full filling its role to wards the agricultural sector, despite its importance in achieving agricultural development and raising agricultural growth rates in Algeria
