دور الحوكمة والبيئة المؤسسية في جذب الاستثمار الأجنبي المباشر إلى الجزائر دراسة قياسية للفترة (1996-2015) Role Of Governance And Institutional Environment In Attracting Fdi To Algeria Empirical Study For The Period (1996-2014)

Résumé: تسعى هذه الدراسة إلى قياس مدى تأثير الحوكمة والمناخ المؤسساتي على تدفق الاستثمار الأجنبي المباشر نحو الجزائر خلال الفترة 1996-2015، وقد تمثل المتغير التابع في الاستثمار الأجنبي المباشر أما المتغيرات المستقلة فتمثلت في بعض مؤشرات الحوكمة والبيئة المؤسسية وهي الحرية الاقتصادية، حقوق الملكية، الاستقرار السياسي، نوعية الأطر التنظيمية، ومكافحة الفساد. والنتائج أظهرت أن معظم هذه المؤشرات هي ذات دلالة إحصائية حيث أن هناك علاقة ارتباط إيجابية بين كل من مؤشر الحرية الاقتصادية، حقوق الملكية، الاستقرار السياسي وتدفقات الاستثمار الأجنبي المباشر إلى الجزائر، في حين أن هناك علاقة ارتباط سلبية بين مؤشر نوعية الأطر التنظيمية وتدفقات هذا الاستثمار، أما بالنسبة لمؤشر مكافحة الفساد فقد أظهرت النتائج عدم وجود أي علاقة بينه وبين تدفقات الاستثمار الأجنبي المباشر إلى الجزائر. This study seeks to measure the impact of governance and the institutional climate on the flow of foreign direct investment towards Algeria during the period 1996-2015. and we have used the foreign direct investment as dependent variable, and the independent variables were represented in some indicators of governance and institutional environment namely economic freedom, property rights, political stability, regulatory quality and control of corruption. The results showed that most of these indicators are statistically significant since there is a positive correlation between the index of economic freedom, property rights, political stability and foreign direct investment flows to Algeria, while there is a negative correlation relationship between the index of the quality of regulatory quality and the flows of this investment , and for the control of corruption, the results showed that there was no link between FDI and Algeria.
