مساهمة الصكوك الوقفية في تعزيز الشمول المالي دراسة تجارب مجموعة من الدول الاسلامية

Résumé: نهدف من خلال هذه الدراسة الى تسليط الضوء على احدى الحلول الاستثمارية المبتكرة التي تساهم في تحقيق الشمول المالي الا وهي الصكوك الوقفية حيث تعمل على تعبئة أموال الوقف والمحافظة عليها وتنميتها من اجل تحقيق ابعاد الشمول المالي من خلال إيصال الخدمات المالية لكافة شرائح المجتمع بسرعة بدون تكلفة وبجودة عالية من خلال التركيز على الفقراء والنساء ومحدودي الدخل، وتمكين المؤسسات الصغيرة والمتوسطة للحصول على التمويل عن طريق طرح الصكوك الوقفية للاكتتاب وجمع المساهمات الازمة للقيام باستثمارات وقفية مختلفة ودفع عجلة التنمية الاقتصادية والمحافظة على الاستقرار المالي للدول، كما تم التطرق الى بعض تجارب ونماذج في عدد من الدول العربية و الإسلامية منها ماليزيا الكويت، السعودية، السودان، بهدف الوصول الى جملة من التصورات والتوصيات حول السياسات والإجراءات الهادفة لإحياء هذا النوع من الصكوك ودعم مشاركتها في التنمية الاجتماعية والسياسية والاقتصادية. t: Through this study, we aim to highlight one of the innovative investment solutions that contribute to achieving financial inclusion, such as Sukuk Al Waqf, where they mobilize, maintain and develop waqf funds in order to achieve the dimensions of financial inclusion by delivering financial services to all segments of society quickly, without cost and with high quality by focusing on the poor, women and low incomes and empowering SMEs to access finance by introducing Sukuk Al Waqfand collecting the necessary contributions to undertake various Awqaf investments, drive economic development and maintain States' financial stability; Some experiments and models have been discussed in a number of Arab and Islamic countries, including Malaysia and Kuwait. Saudi Arabia, Sudan, with a view to reaching a number of concepts and recommendations on policies and actions aimed at reviving this type of sukuk and supporting its participation in social, political and economic development
