جوازات مرور إيالة الجزائر ومكانتها في حوض البحر الأبيض المتوسط

Résumé: ملخص: يهدف هذا المقال للتعريف بمكانة إيالة الجزائر في حوض البحر المتوسط، من خلال وثيقة جواز المرور التي تمنحها سلطة البلاد للسفن التجارية التابعة للدول الأوروبية التي عقدت معها معاهدات سلام. بحثنا عن الجهة المسؤولة عن إصدار الجوازات ومدة الصلاحية وذلك اعتمادا على نسخ من الجوازات محفوظة في المجموعة 3190 من قسم المخطوطات بالمكتبة الوطنية بالحامة (الجزائر).كما تحتوي هذه المجموعة على قوائم الهدايا التي قدمتها الدول الأوروبية للحصول على السلم لسفنها التجارية والتي تضمنه بنيل جواز المرور. اتضح من تحليل الوثائق، إن جوازات مرور الإيالة هي أداة لتمييز الصديق من العدو. كما أن الجوازات تصدر بأمر من الدايات، وفي الغرف التجارية مصلحة خاصة بإصدار الجوزات الخاصة بالإيالة، وبالرغم من حرص السلطة في إيالة الجزائر على نوعية الجواز الخاص بها والمكتوب على ورق سميك، إلا أنه تعرض للتزوير وعمليات البيع من قبل القناصل الأوروبيين خاصة الفرنسيين والانجليز الذين عملوا على المتاجرة به مما انعكس على اقتصاد الإيالة وعلاقاتها مع كل من فرنسا وإنجلترا. الكلمات المفتاحية : جوازات مرور؛ إيالة الجزائر؛ الهدايا ؛ البحر المتوسط ؛ قناصل. Abstract : The objective of this article entitled, is to define the status of the Algerian Iyàla in the Mediterranean basin by means of the authorization issued by the Ayala Authority to the seamerchants of the friendly European countries who were able to buy the security for their ships, and set peace treaties with them in response to the problematic raised by this article which seeks for the region responsible of the issue of authorizations, the period of validity and the nature of the gifts distributed on the light of copies found in group 3190of the department of manuscripts of the National Library in Elhama.Also it contains the list of gifts provided by European countries for obtaining authorizations. According to the analysis of the documents we obtained, the Iyàla authorizations are an effective means of differentiating the friend from the enemy. Although the role of the Iyàla is to preserve the specificity of the authorizations, but it was falsified, sold, and then traded with by the consuls of European countries including French and English.
