التجديد في عصرنة الإدارة الجبائية الجزائرية - التشخيص و الأفاق المستقبلية

Résumé: ملخص: الدافع الحتمي المتجدد للوصول إلى أعلى نسبة أداء وفعالية في مجال عمل الإدارة الجبائية، بدعوى الأهمية القصوى التي لعبتها وتلعبها هذه الإدارة الحساسة في تمويل مالية الدولة وميزانيتها، جعل السلطات العامة في الجزائر، يتقدمهم القائمين على الإدارة الجبائية من مختصين وخبراء، يسعون حثيثا ومنذ بدايات سنة 1992 ولغاية يومنا هذا، إلى العمل على وضع آليات وميكانيزمات مستحدثة وأكثر فعالية للرفع من أداء الإدارة الجبائية، مادفع بمجموعة العمل السابقة إلى وضع مخطط عملي تحت مسمى عصرنة الإدارة الجبائية، فوفرت له جميع الوسائل اللازمة والممكنة مع الإستعانة بخبراء أجانب ذوي كفاءة وسوابق في هذا النطاق، كل ذلك من أجل الوصول إلى الهدف الأسمى والأوحد وهو العصرنة الفعلية والتجديد المستدام للإدارة الجبائية عبر محاورها الثلاثة، مؤسساتية، موضوعية وقضائية. ذلك الهدف المنشود والذي أصبح مطلبا جديدا متجددا، أعطى بعض الثمار وفي طور توطيد دعائم تحقيق أقصى درجات الفعالية والأداء، ما يتطلب دعمه وبقوة. Abstract: The renewed drive to achieve the highest rate of effectiveness and efficiency in the field of tax administration is aimed at making the public authorities in Algeria, who are responsible for the implementation of the tax administration, work hard and exert all possible efforts to improve its performance. This objective is carried out through the establishment of a comprehensive strategy and the use of foreign experts and resources. Since 1992, the previous working group of the tax administration had been working on developing a plan that aimed to improve the efficiency and performance of the organization. It was able to acquire all the necessary resources and technical support to achieve its goals. The implementation of this strategy and the use of foreign experts and resources has resulted in the establishment of the largest and most effective production, Which requires strong support.
