إشكاليات النظام السياسي الفلسطيني والحلول المقترحة للخروج منها

Résumé: تهدف الدراسة إلى تبيان النظام السياسي الفلسطيني وأهم التحولات والإشكاليات التي مر بها، وتدور الإشكالية بين ثلاث محاور، وهي غياب منظمة التحرير، وتوقيعات أوسلوا، والانقسام السياسي الفلسطيني، واتبع الباحث المنهجين التاريخي والوصفي، وذلك لوصف النظام السياسي الفلسطيني مع التحولات التاريخية والإشكاليات التي مر بها. وتوصل الباحث لعدة نتائج كان أبرزها الإشكالية الأكبر في الوقت الراهن هي وجود البرامج السياسية المختلفة برنامج (مفاوض) في الضفة الغربية ويمثله السلطة الوطنية، وبرنامج (مقاوم) في قطاع غزة ويمثله حركة حماس. ومن أبرز توصيات الدراسة العمل على إنهاء الانقسام والاحتلال باستراتيجيات مختلفة واسقاط كل مؤسسات أوسلو، مع إعادة صياغة القانون الأساسي والنص صراحة على نظام نيابي يتماشى مع الحالة الفلسطينية وهو النظام الفيدرالي. The study aims to clarify the Palestinian political system the most important transformations and problems and the problem between three axes, the absence of the Liberation Organization, Oslo signatures and the Palestinian political division. The researcher followed the historical and descriptive approaches to describe the Palestinian political system with the historical transformations they passed. The researcher for several results was highlighted by the biggest problem currently is the presence of different political programs (negotiations) in the West Bank and represented by the National Authority and a Program (Resistant) in the Gaza Strip and represented by Hamas. One of the most prominent recommendations of the study is to end division and occupation with different strategies and to drop all Oslo institutions, with the reformulation of the Basic Law and the text expressly in a parliamentary system in line with the Palestinian situation and is the federal system
