جماعات الانتماء وعلاقتها بالفساد الاداري

Résumé: يهدف هذا المقال الى التطرق لموضوع جماعات الانتماء وعلاقتها بالفساد الاداري، باعتبار هذا الاخير من ابرز المشكلات التي تعاني منها التنظيمات الجزائرية، ومعوق وظيفي امام تحقيق الاهداف والغايات التنظيمية، وقد توصلت الدراسة الى ان تشكل جماعات الانتماء داخل التنظيم في سياقاتها المختلفة، وارتباط أعضائها بنسق من العلاقات غير الرسمية القائمة على الروابط الجهوية و القرابية وعلاقات المصلحة والمنفعة المتبادلة، يساهم بشكل كبير في التأثير على بنية النسق التنظيمي والمعايير الرسمية وأشكال ممارسة السلطة واتخاذ القرارات، اضافة الى تصدع اللوائح والقواعد الرسمية. The goal of this article is to talk about the Affiliation groups and their Relation to administrative corruption which is considering one of the prominent problem that Algerian organizations suffer from, and a functional barrier to achieve the organizational goals and objectives,The study found that so Affiliation groups with their various branches formed inside the organization , and their members are linked to a pattern of informal relation based on Regional and kinship ties,relations of interest and mutualbenefit, and that's the main thingthatiinfluence the structure of the organizational system, official standards and forms of exercisingauthority and decision-making, in addition to cracking official regulations .and rules
